Perhaps he materialized Susano'o in the form of just the sword. He's formed single parts like just the hand and just the ribcage before so it seems plausible. That's my theory anyways, don't really have another explanation.

The sword he used in the panel from the OP looks exactly like something entirely made by his jutsu.

He also uses it with the left hand as he does with all powerful lightning techniques.
