He may have had a hand in training certain Jounin to open more of the 8 Gates, but I think it's wrong to assume that Gai and Lee were the only 8G practitioners in the village to begin with. They just happened to be the best at it, and the most willing to use it, because they had no other ninjutsu skills to rely on in battle.
