Considering a summoning needs to draw a bit of blood and extent your arms to full and letting the Hawk orient itself the environment, while some only like nearly dying Itachi pulled out Susanno less than a fraction of a second? LeL.

Lol. Anyone still questioning this needs to read the manga. It shows his Susanoo flying on two occasions. No one careswhy he didn't do i t in the first place

BTW. Natural elements are far superior than their chakra based counter parts. Kirin taught us this years ago.
