Pretty sure Naruto can only make an army of clones cause he has so much chakra (Kurama's help). Someone with equal chakra and the ability to make clones could perform an equal technique, say for example someone like Kisame

Any 2 people with the same chakra levels and natures can basically learn the same jutsus so I wouldn't say that there is such a thing as "purely individual jutsu" Therefore I'd say if Neji didn't know Twin Lion Fists he could probably learn it.
