Hiruzen said that it's at least 4 elements. He only made an estimate based on Onoki's Jinton Release. The part "at least" suggests that it's either equal to or greater than the amount shown. This is pretty much in mathematical terms. Besides, it wouldn't make sense for it to only have 4 elements. Otherwise, it can't nullify all of physical ninjutsus.

@Bold: In fairness though jinton destroys everything but it's only comprised of three elements. Maybe four just has that effect.

I was thinking that nullification has to do with 5 elements cancelling out the effects of their equivalents through Yin-Yang release. As far as I know, there wasn't any specification on how the jutsu actually works. Or maybe Kishi just simply puts that it just cancels out ninjutsu. At least until Madara explains it more.
