Well it means some how borutos jougan has a connection to the nue somehow so either somehow jougan is synced to the nue or the jougan has the ability to summon portals

It was BS because in the episode they state you need a summoning contract with the animal then somehow Boruto summoned it. Anyway ignoring the BS this episode confirms for me that Boruto and Sumire's connection will deepen, Jogan/nue new bloodline. And Sumire will be relevant to the future plot and not sidelined to just a love interest.

he can force upon and close dimensions that are near him


he used a summoning jutsu and Sumire was near so the Jougan was like "I am forcing open the NUE dimension and stealing your pet"
