Sasuke has used Chidori without the Sharingan many times in the manga, even while he was blind in the Kage Summit arc.

Funny enough I went back to where Minato told Kakashi he couldn't use that alone, and he said "your" moving too fast, so you can't counter what's coming to you. It's a relative problem that most Chidori users have.

It seems that Boruto figured out a way to use it without a Dojutsu, similar to Sasuke in Shippuden.
