Most of the Minato haters used to have this argument that Minato's speed is just based on reflexes and FTG.He lacks any base speed hence cannot be termed as the fastest.Some even didn't use to consider this as speed.
But now the fourth has the same Bijuu Chakra as Naruto which will allow him to have a incredible base speed too...
So combining his Reflexes,FTG and Bijuu mode base speed Minato is undoubtly crowned as the Fastest shinobi in Narutoverse...

I was rather mentioning about overall running or flicker speed excluding teleportation..
but still with the flicker speed in addition to FTG makes him the Fastest.....Is it Ok now...
