You need to be the sage's sons reincarnations to get the sage's rinnegan... Madara and hashirama are obviously unique among their clans so yeah...
going by what you're saying, obito shoud've unlocked his own rinnegan. since he has ms and hashi's dna in him but he hasn't because he isn't indra's reincarnation...
