What if Kishi is making up for both anime and manga at this point to bundle up everything and close the business?
What if Kishi gave the idea for that filler episode in Naruto anime?

I don't think the anime is a cannon, no :p.

(It's quite funny how almost everyone here is misspelling the word canon as cannon, for those not getting it)

uhhh what does "cannon" mean?

Material that is accepted as an official part of a storyline in a fictional universe. In the context of Naruto, the manga is always canon, but the anime isn't because it consists of both manga arcs that have been animated & filler arcs that are usually pointless, uninteresting, & used to prolong the series. However, it is possible for filler content to later be made canon. For example, Utakata (the Six-Tails jinchuriki) was introduced in the anime in the Tsuchigumo Kinjutsu filler arc, but he appears at the start of the Invasion of Pain arc & again in the Shinobi World War arc when he is reincarnated.

Honestly it seems like Kishi just liked the design and wanted to make a little nod to that arc that introduced another member, people can't go calling the entire arc real though, just the character himself.

Well, most people just claim the filler arcs are pointless and uninteresting for the sole reason they are fillers. But actually, filler episodes are as interesting or pointless as manga episodes, meaning, some are good and some are bad. If people didn't read the manga, with many fillers they would never even realize they aren't in the manga, because they connect so well with the main plot (edo seven swordsmen, kakashi anbu...).

Well kishi has pretty much obviously watched every episodes and what not and he thought Raiga fits.

I'm actually very glad he did this.

No the anime isn't canon.

Kishi just occasionally uses character models he likes.

I agree. Most fillers are pointless (especially the ones at the end of the original Naruto), but the ones you mentioned are actually my favorites. Although, I really do wish that they would do them in the middle of the Ten-Tails arc.

most anime isnt canon. some anime only's appear in later manga as cameos(raiga), and some randoms in the anime have their designs stolen and thrown at the manga(gari and pakura). utakata so far is to only anime only to make a real important appearence in filler then canon. just imagine if the talking ostrich was canon? that would be horrible.
