It really comes down to the chakara that's coursing through the 6 Paths body, eye linkage etc. which makes their eyes become the Rinnegan.

Now how Nagato doesn't get tired from having it active all the time is anyone's guess, but it's probably b/c he's from the Uzumaki clan... nvm
