Sasuke's EMS might be able to. Kyuubi did say that Sasuke's chakra was even more sinister than his own and on par with Madara's. This is a big if. But based on what we've seen, I don't think Sasuke's EMS will be able to best Madara's.

I don't have any idea. Better question...in order to unlock perfect susanoo, do you need just the EMS, or the combo of both the EMS and rinnegan?
