*Alucard starts by focusing his chakra, which he then will mould up for the task. As he gathers chakra, he starts channeling the existing chakra to his right arm. As he now has enough chakra in his right arm, he begins to summon the vast number of snakes. The snakes covers up his forearm and continues in a straight line towards Alucard.*
This technique is a more powerful version of the previously used jutsu, but the larger amount of snakes could possibly make it harded to manipulate as good as the previous one. It's a very straightforward jutsu, and can be used at various of counters and attacks. I'd use it as a binding jutsu to perform before a genjutsu technique for instance. Or to just bind your opponent, and then perform rasengan or any close-range attack. Taijutsu, etc.
I guess counters could be kenjutsu indeed, but also wind blades, powerful wind gusts that would knock back the snakes, water barricades, turn the snakes to crisps and dinner parties with a strong katon jutsu or wide range raiton jutsu, or just pierce them with doton spikes that you could summon from the ground.
