I'm leaning towards Smoker.

Let's assume Magellan has Haki.

Edit: Since Magellan has Haki in this scenario/match up, i'll change my mind on this and say Magellan would be the victor.

Though it would make sense that he have Haki. I believe we just can't assume he does based on his ranking in Impel Down.

It is a fact though that all Vice Admirals and above must have Haki, but that isn't the same so, who knows.

Magellan probably has haki. Remember, Crocodile too chose to flee rather than confront him. Plus Magellan is quite powerful and experienced. I'd definitely give this to Magellan, regardless of whether its Post time skip Smoker or not.
