Yes, we have to assume that the people from now on are going to have haki because we´re in the new world now and if you don´t have any sort of experience with haki you´re screwed!!!
I think Smoker knows that his logia isn´t going to be of much help without haki.

oooh my fault your right.. i only assumed that cuz i mistakened the rank smoker is at.. if he was an admiral than it would be more likely that he was at their levels.

no there is no reason to assume that everyone from the new world has to have haki. thats like assuming every strong person has to have a devil fruit. look at Mihawk, Shanks, Jinbe and Zoro who are all incredibly strong without devil Fruits. and 3 of those guys dont even have haki, at least it hasnt been confirmed.
