The smartest 2 man team is obviously Shikamaru+Itachi

i had stated in the topic that these two can't be on the same team

Itachi and Minato would be the best team because they are strong AND smart. But in terms of pure intelligence I'd rather have Shikamaru and Shikaku. I'd have them take care of the army from an HQ but have guys like Itachi and Minato and Kakashi out there on the field leading the men and forming strategies on the fly.
