it's a tie between minato and tobirama but i think tobirama is slightly better....! minato is better analytically but tobirama has more knowledge so knowledge combined with good analysis tops minato....!

Tobirama: Creating techniques like Kage bunshin and FTG, smart in battles, etc
Hiruzen: His title as the 'Professor' speaks for itself
Minato: He was a copycat, his only original technique is the Rasengan. I don't even know why you guys think he was the most intelligent Hokage
Tsunade: medical genius, creator of several high level medical ninjutsu and seal

So IMO the order is:

1. Tobirama/Hiruzen
2. Tsunade/Minato
3. Hashirama
