Smartest- 6etween Minato/Itachi/Shikamaru/Skikaku
Dum6est- (Naruto has his moments) Overall Udon, the kid just looks dum6 af 2 meh...

Smartest ; Should be somewhat of a tie between ; Itachi, Minato and Shikaku although Itachi seems to be the wisest and this makes sense as the harsh path he had to walk taught him quite a lot about life in general.

Dumb ; Naruto and Obito are pretty much the dumbest characters... although it doesnt mean that they arent combat intelligent.

I was referring to young Obito ... the moment Obito actually grew balls aka the moment he saw Kakashi loosing an eye for him, Obito stopped having that dumb / goofy attitude.

Obito is not ''not'' intelligent, but he was dumb back then.
