luffy finds the one piece included is the ultimate weapon: a method of time travel luffy then activates it either on purpose/accident
he goes back in time and continues to travel trying to find a way back
eventually has a son, names him in honour of his brother ace
eventually he gains rep and people start calling him pirate king
garp begins chasing him.
it finally clicks when he sees shanks and buggy he gives his hat to shanks and tells him to give it to his younger self
he finally gets cornered by garp garp arrests him
he explains everything to garp the day before the execution.
one thing left to do now
he grins and shouts on top of his lungs: My treasure? If you want it, you can have it. Search for it! I left it all in that place!

Luffy is Roger
First of all, do you even read the manga? Seriously, I don't really mean to be harsh or anything, but it sounds like you've just skimmed through the chapters. Let's go through this once more: Ace was born almost two years after Roger's death. Roger was given the title of Pirate King after his last adventure. Roger was never captured, he turned himself in. It is heavily implied that both Shanks and Buggy joined Roger's crew before they entered the Grand Line, before Roger ever became a father, and before he was given his infamous title. Lastly, Shanks was greatly surprised by the similarities between Roger and Luffy, which he wouldn't have been if someone, anyone, ever told him about Luffy beforehand.
There are so many things and points that could butt-kick this theory from left to right, but I'm just going to mention one of them. Roger never had a scar on his cheek, unlike Luffy. That's really the only words that're needed to burn this theory up in flames.
