Naruto wins low difficulty. But what do you mean by 40% Katsuyu? Sakura and Tsunade together can only summon 10% Katsuyu. I guess 40% Katsuyu would make things tricky for Naruto but I haven't seen it in action yet.

Naruto is faster, has sensory abilities, better reaction, better taijutsu, better ninjutsu and can incapacitate Sakura easily. He has better durability than Sakura although Sakura has healing abilities which aren't a factor.
