Jiraiya wins this high diff IMO. Cuz' he can stay in SM indefitely, has Ma and Pa's sage jutsu's, genjutsu. But naruto, as we know, cant stay in SM for long, a clone always has to gather Nature energy for the original which makes Naruto use less clones. I'm leaving the sumons out for both cuz' your question is tricky.... lol

Jiraiya wins in those conditions.

SM Naruto + Ma and Pa is definitely stronger than SM Jiraya + Ma and Pa though.
