he still has his enhanced strength that could lift & throw Pein summons in the sky, Rasenrengan, enhanced speed + reflexes and enhanced durability. he couldn't spam because if he did the clones gathering NE would lose their focus.

And no one should underestimate Rasengan here considering Base Naruto's Rasengan One shot Deva Path.
