Naruto wins scenario 1.
Naruto wins this round and to understand why you must look at his improvement/feats he has displayed in base mode and SM from the war to The Last.
War improvements/feats:
- Nationwide chakra scene ability
- improvement in frog fu
- larger rasengan/FRS
- longer duration in SM
Naruto vs Sasuke improvements/feats:
- Increased strength
- Increased speed/reaction
- Improvement in taijutsu
- can create a rasengan in base mode with one hand. His base rasengan grew in size. It's about the same size as his father's rasengan.
Remember, that was weaken base Naruto with little to no chakra.
The Last improvements/feats:
- Base mode Naruto can create a FRS with one hand, throw it, and control it's trajectory. He can create any rasengan or variation using one hand
- Rasengan blast (that's the new Rasengan he used at the end of the movie. It shoots out like a blast of energy, similar to how the beast ball can be shot out in a wave form)
- Increased speed (base mode Naruto blitz an enemy and he has learned how to fighting continuously at high speed)
- Improvement in strength
- Improvement in taijutsu/agility (base mode Naruto kicked ass in taijutsu throughout the entire movie. He easily defeat puppets and Toneri using taijutsu)
- Chakra shield (the jutsu Naruto used to block Toneri's strongest attack at the end of their battle. Naruto focus chakra on his hand to create a shield. Naruto might have been using the Kyuubi chakra, but that's not a Kyuubi specific jutsu/ability)
- Unknown jutsu he used to remove the chakra ball from Hinata (it appears to be yin-yang based since he was able to remove the charka ball from Hinata without injuring her)
- gather more natural energy and create sage chakra (SM) faster
With all of those improvement I can see Naruto defeating Madara.
Madara wins scenario 2.
Madara wins this round because:
- he is an edo and can regenerate any injury he sustains. (Planetary rasengan will slow down his regeneration speed.)
- Madara has all of his EMS jutsu and the 1st Hokage Wood jutsu, and the rinnegan.
- He must be sealed. Naruto hasn't displayed any sealing jutsu that could be used to seal Madara. (It's possible he might summon a toad to seal Madara)
