Danzos use of izanagi is a horrible match up for narutos time limited sm, especially if nardos pulling a sasuke and spamming hi po jutsus(FRS) and if koto is in play nardo loses all 3. All imo of course

Naruto can win every scenario if its 1v1 - but since SM doesnt last that long from pain arc- and Danzo have Izanagi i think that Danzo can win

Naruto wins in every scenario unless Danzo uses Koto. RS wouldn't be needed which would allow for Naruto to stay in SM for a longer period of time. Also if Danzo doesn't keep attacking, Naruto can simply stay still to continue accumulating NE. As long as Naruto remains in SM, Izanagi won't be a problem. Even then if he were to run out, he can use his shadow clones to buy him more time to undergo SM once again.

Danzo wins. Baku's Suction disrupt's the formation process of FRS. Leading to Naruto's best attack being futile. Since he doesn't possess a sturdy shield to hold back on, (like Susanoo.) he simply get's sucked into the whirpool i.e. it's stomach. Toads get sucked in a similar way, and Katon is useless against cutting Fuuton like Danzo's - they'll shred right through it and forwardize in a linear fashion, right through the Toads' Throat - ending it's life.
