Conditions-Minato has PSM,Naruto also they both start on SM,Sasuke is healthy,fully ready for fight.
Restrictions-Ma and Pa, Minato has Gamabunta, Naruto Gamakichi, No other summons snake included.well Sasuke still can summon small sized snakes if he wants.
Who Wins?

Edit: Minato's Sage Mode Lasts as long as Naruto's does, Minato also has frog kata and other Sm boots...​

If it was as it was in the manga the OP wouldn't need to state it nor would he write the topic as SM Minato vs... if he wouldn't use the form in the fight. You have to put two and two together.

Perfect Sage Mode still varies, so we don't know how long he can maintain it for.

But honestly, OP would've been better off being more explicit rather than being vague. "PSM" is such an ambiguous term.

SM expires when the SM chakra runs out so my guess is that Minato only made enough for 1 attack. Even if the OP low balls him and make his limit here equal to the amount of chakra SM Naruto had in his first showing of it against Pain, Minato would still win, mainly because he doesn't use chakra taxing moves like Naruto so that amount would do his arsenal just fine. At least long enough to beat them.

Then Minato wins it. Low difficulty. SM Naruto was blitzed by Madara who is inferior to Tobirama in shunshin who is inferior to Minato. Minato would easily blitz SM Naruto in base. Give him his sons SM boost and he blitzes them like Jubito did and they lose their heads.

SM Minato could potentially win this depending how the duration of his Sage Mode. Sage Mode not only augments his reflexes considerably, but also endows him with phenomenal sensing capabilities which can enable him to react to MS Sasuke even when preoccupied with SM Naruto.
