Yes, but just because he is more powerful doesn't mean he will win. I find in Naruto its more about who's smarter and uses their observational and deducted skills the best. Well and not to mention how well you can use your abilities.

kabuto is a case of student surpassing the master. he would know oros moves but oro would be facing shit he hasnt before. and no reason why edo kin, gin, itachi, madara, nagato, dan wont own edo senju bros
