I'd say a tier right below. The only thing setting them aprt is PS due hype.

And rinnigan ... Love kabuto but even with his enhancements he can't really contend with rinnigan ..

Kabuto actually seemed quite nervous so going face to face with a superior Uchiha with both of the Rinnegan would be disastrous for Kabuto.
