I actually concur with Pain. With full intel from the start and SM prepped, Jiraiya wins the fight more often than not.

With full intel, Jiraiya could probably have won under the same conditions during that fight (Deva was Restricted).

An unrestricted Pain wins mid diff at most, intel or not.

It was just Nagato giving praise to his former master, considering how well he had done in the battle. Not once in that fight do I recall Deva using any of its techniques, perhaps due to not wanting to bring harm to Ame and its citizens. Had either ST/BT been utilized, Jiraiya would have been finished.

Jiraiya can't beat Pain. But he can beat immobile Nagato. It's basically just the loophole.
