Tobirama mid diffs at best. Most of Jiraiya's Ninjutsu are outright evaded with Hiraishin, and when Tobirama closes the gap. Jiraiya is easily marked since Blind Madara almost blitzed SM Naruto, and even moved fast enough to tag him. Replace him with a faster guy and replace Naruto w/ a slower Sage, and Tobirama tags him and blitzes him, and one shots him.
