So these are my 3 favorite characters and I wonder who among them is overall strongest and who beats who. Jiraiya starts in Sage Mode. Location is Madara vs Gokage, intel if full for all battles, Kisame has Samehada. Distance is 40 meters.

Actually Mu can go invisible and just let Kisame and Jiraiya fight it out and once Jiraiya has won, Mu finishes him off.

Jiraiya beats Mū with medium difficulty, and beats Kisame with high difficulty. Mū beats Kisame with medium difficulty.

Overall, I'd say SM Jiraiya > Mū > Kisame > Jiraiya starting in base

Edit: Actually, I think Mū is more powerful overall than SM Jiraiya, just that the latter presents a bad matchup for him.

I think he means he won't be able to catch Kisame underwater when he's fused with the Samehada. I can kind of see that since Kisame's a very fast swimmer, but it's not like Jiraiya doesn't have counters to that

No one who reads this manga is going to seriously suggest someone draining an SM user's chakra.

Not sure I follow here. Unless you're talking on a tier/grand scale in the sense that Mu is superior overall, but Jiraiya is just a bad matchup for him.
