Right so i've been wondering about the perk system.

When you reach 100 in every skill that there is, will the amount of reached perks be enough to buy all the skill upgrades?

(Do i make myself clear? xd)

No, because you're granted one perk per level, and the max level is 50 , so max perks you can get is 49.( cuz you start from level 1 not 0 )

I played as a thief. I did some calculations, saw how many skill points I needed to level all the relevant perks for me. I finally found a near perfect build with Illusion, Sneak, Enchanting, Alchemy, Blacksmithing, Archery and Restoration. (+ some perks in One Handed and light armor).
Ended up needing 80 perk points.
I'm around level 64 now, haven't played in weeks :p

I crafted the strongest light armor and weapon in game with the strongest enchants. And I got full illusion, so I just run around one shotting everything. It's not so much fun anymore :p
Just use an illusion skill to have all the mobs in a large area start attacking each other.

Also, for your question. Pretty sure you cannot get all perks without the usage of console commands or mods.

There are 251 perks. Max level is 81. It is impossible to get higher level than that, thus no more perks.

There are some extra perks you can get through quest that dont require perk points like:

M. I'm level 59 now, i'm going battle-mage style. Has 100 in conjuration, plus can summon dubble strom atronaches, with dubble power, permanently. Puppetmaster i am xd.

The reason why the leveling is almost halved at level 50 is because. The higher your rating in a skill, the more it advances you to the next level. But by the time you get to level 50. All of your higher skills should be maxed out already. SO all you will have left to level is the lower level skills you have or have not obtained by then.

So if your level 50 and never used say sneak. And you want to max that out. It will take longer. Because A) you have never used it. And B) because the distance between level 50 and level 51 is greater. So it will take longer to acquire the necessary perks to max out your sneak skill.

Now the enemies max out at level 50. Which is probably causing the confusion as to the max level for your character to be level 50 as well. Todd also said, and I'll have to see if I can refined the interview. That his character has all the perks. And he was around level 70, when he got the last one. But even he wasn't sure if 70 was the max level. Because he hasn't leveled past that. Only because the only things he has left to do is odd jobs,, stealing and killing the occasional dragon. So it would take him a long time to gain enough points to level up to the next level.
I think you can't reach max level somehow..because different races has got different abilities i.e. Wood Elf would be a better archer than Nord, and would level up faster while training in archery than in two handed.

No. the training speed of a skill entirely depends on what starsign you have. Go to the guardian stones and chose either mage, thief or warrior. If you chose mage you level up 20% faster in all magic skills, conjuration, illusion, destruction, restoration, alteration, enchanting and alchemy. If you pick warrior, the same thing but in these skills: One handed, two handed, block, heavy armour, smithing(etc). Thief, you can figure..
