If we are comparing two users with mastery over the Six path sage mode and rinnegan than they are equal. Those powers were always equal. They are two different sides of the same coin. There is a difference between those two powers.
The rinnegan's power focuses more on jutsu over ability. When a person gains the rinnegan they automatically gain several different jutsu. IE:limbo, S/T jutsu, different paths. The power does give the user ability, but it's the jutsu that truly makes them powerful and deadly.
The six path sage mode focuses more on ability over jutsu. When a person gains the six path sage mode they automatically gain several different ability. IE: senjutsu, enhanced strength and speed, ability to grasp the nature of chakra and comprehend all universal things. The power does give the user jutsu, but it's the ability that truly makes them powerful and deadly. The user just have to unlock their jutsu.
Remember the only difference between an ability and justu is a justu is an ability used in a specific way. IE: Manipulating chakra to wind is an ability. Shaping wind in a sword and cutting an object/target with it is when that ability becomes a jutsu. The user just have to learn how to apply their ability.
