Pein wins this,

--Minatos speed is meaningless when he cant percieve or react to ST at all, meaning that once he comes up close, Deva uses a boss sized ST to break every bone in minatos body, leaving him unable to move

--Pein being able too hide himself inside chameleon, just allows deva to perfectly land his large scale ST right at minato, thus finishing him off, and with naraka hidden, just means that it can revive any of the fallen paths just fine

--Summmons are matched and outnumbered by Peins own summons, or Deva can just one shot them with a large scale ST as well, they are non factor here when they arent landing a hit on the mobile peins such as deva and shurado

--CT is a GG, when it takes up all of Minatos markings and finishes him off, as the latter clearly has no firepower to take the core out, and intel isnt helping him either

Restricting kurama against someone like pain? You might as well restrict the rinnegan for nagato lol.

Minato can win if he manages to mark deva. But since kishi never showed enough of base minatos arsenal, no point in dwelling over what if scenarios, though I can construct quite a few If anyones interested.
