That's highly unlikely and Pain himself is left vulnerable if he decides to deactivate all his Paths and transfer all his chakra towards Deva Path. Actually, that's an incredibly stupid move as it covers a wide range which can easily affect the other Paths if Sasuke plays his cards right.
