i think its due to the six path ability its not a actually eye but a duplicate that mirrors the user e.g. obitos sharingan and rinnegan paths.

Pain's animal summons had the Rinnegan as well.

I guess when Nagato stabs the undead with those chakra rods, he can give a person the Rinnegan.
