Since the begining of the manga . Hate is a feeling and the kyuubi had this. The one tail also talk saying he was finally out. Which gambuta said he was unusually funky and he or it performed jutsus .reread the gaara and naruto fight it will be clearer. P.s the 3 tailed ark was filler which do not affect the story, so just imagine that every thing that happens in it did not

ANyways, the Bijuu possess hate since the beginning. Writers always give other their characters feelings. That is so we can relate to an experience they are going through or to a specific feeling. If they were cold heartless creatures with no feelings then the story would suck because it would have no sense of relativity. This is common in every story.

They are made of Chakra and emotions. 9-tails is a mass of hate & malevolence. They are all an embodiment of energy. Course they're gonna feel a particular way.

It's explained in the Prologue of Naruto. I think it's mentioned that the 9-tails is a mass of hate wishing only to cause destruction.
