Because Sasuke is a character who plays a major role in the series? Because one of the series' main themes is that the newer generations are bound to surpass the older ones?

To put things into perspective, Sasuke certainly has the potential to surpass Madara; however, that does not apply to the current scene. Sasuke still has a long way to go before reaching Madara's level.
