Naruto's focused on the mission - Get stronger,kick Sasuke's ass,kick the masked guy's ass,save the world.

He deosn't give a damn about fodders or new headbands.Hence why he didn't talk to fodders or ever question the headbands.

I partly agree, and I'd like to add another fact, he's stronger than tsunade yet is genin, shows how little he cares about formal stuff (with the exception of aiming for hokage)
