To be fair, he didn't want the war, it was a ruse to provoke Naruto and Bee to get them out of hiding so that he could capture them. He even tried to convince the Gokage to go along with the Moon's Eye plan and bring peace to the world, but they'd rather murder him and keep fighting each other.
