Look at Konan; Konan is powerful but nowhere near as strong as Tobi, yet with a "home field advantage" she can bring him to using Izanagi and sacrificing an eye. If Kabuto fights anyone 1v1, you should assume he doesn't just come there prepared; assume he was just chillen in his lair and someone just popped out of nowhere and was prepared to battle.

Everyone puts Kabuto at number 1 because of his Edos. Despite that being a technique he personally knows, he can't just use it all willy-nilly. Saying Kabuto is number 1 is like saying Kakashi is number when his opponent is in a narrow hallway with a low ceiling and he decided to use Kamui.

I'll admit, Kabuto is very strong but number 1 material? Not a chance.

Heres a scenario for you the five kages bump into Kabuto down at the pizza shop. There like we should kill you and start to attack, Kabuto uses the hydration technique and avoids there attacks, he then proceeds to clap his hands and summons Nagato madara Itachi Muu 3rd Raikage Deidara and the second mizukage. The kages pack up there shit and head to the other side.

Morale of the story dont f**k with Kabuto.

I have an alternative ending.
itachi breaks free instantly, as well as madara. 5 kage + itachi with totsuka proceeds to seal them easily using the information the mizukage, and muu gives them on their weaknesses, while madara personally takes care of raikage and that deidara brat.

Losing to the Edo army simply means Kabuto overwhelmed his opponent with numbers not skill. Secondly Edo Tensei takes time and if someone like Kakashi, Bee, Naruto, or A faced him on a battle field he wouldn't have the time to use it. Also he used the Zetsu clones to help make his army, without Zetsu he would maybe have a few dozen, but no where near the numbers he currently has.
Kabuto is in top 20/15 but not 10.
Hell Konan was much more of a boss than he is.
