Why is the Shukaku not included in the reunion of the 9 tailed beast in the chapter Nine Names?

I understand why the eight tails in not included.

Because the Shukaku is still sealed inside the Gedo, because it's host is still alive and can't be ressurected by Edo Tensei ( Gaara )

So its chakra can't reach Naruto because its sealed inside the Gedo.
