I'd say she's above Shikamaru, Shino, Ino, Hinata, pre yin seal Sakura, non chakra pill Kiba, Tenten and Sai in terms of chakra reserves. After all, she's the daughter of the 4th Kazekage who has the chakra reserves to use gold sand on a very high level (restraining Shukaku and using gold tsunamis of the same size as Gaara). Which explains why her brother was chosen to be a jinchuriki.

Even if he could he'd be limited to like 2 or 3, and using them would further limit the range of his shadows, although technically the clones could use it as well..... Plus shikas a thinker... I think having multiples of himself would be more of a hinderance, I know that sounds stupid but that's the simplest way I could put it

She probably has higher reserves than the k11 sans nardo, sauce, and byakugou Sakura but that's it, I think she trumps the rest and would make a good candidate for the next kazekage... That would actually be kind of cool
