Supposedly he got all of Itachi's jutsu with his eyes so yes. Although I would like to add that sasuke's EMS genjutsu did the same as Itachi's Tsukuyomi against Kabuto's sound genjutsu.

Good point. He wouldn't have needed to kill the Kages or Naruto if that were the case, so I assume he couldn't or Kishi didn't want to use it in the story.

It's really an interesting situation to look at.

The whole "Sasuke has Tsukuyomi because he has Susano'o" was debunked ages ago, cleared up by VIZ scans and some analysis. Additionally, we know that his eye-specific techniques are Amaterasu, and Enton (allowing him to manipulate the black flames) which debunked the possibility of having another MS tech.

But, then comes the argument about EMS, and having Itachi's eyes. Where are the actual MS jutsus "located"? Is Tsukuyomi "stored" in Itachi's actual eye? After all, Itachi himself implies that his MS techs took root in his eyes:

Looking over everything, I say the answer is no. "Taking root" doesn't necesarilly mean the entire technique is present in the eyes, it should mean that the possibility to create/master that technique was obtained when MS was activated. If it was in fact true, then by that logic Nagato should technically be able to use Limbo, which is probably not possible. And, since the manga is over, the fact that Kishi never once pointed to Sasuke using Tsukuyomi is reason enough to believe that he cannot.

Addtionally, there's a significant reason why Itachi has Tsukuyomi in the first place, and Sasuke having/using Tsukuyomi would break/contradict that reason. Itachi is the representation of the Shinto deity Izanagi, and the fact that he has Tsukuyomi was a way to emphasize/parallel that. Check out this thread if that's news to you:

Not exactly. Inside Tsukuyomi, Itachi could freely manipulate time and space, a level of control/prowess which is on an entirely different level than any other genjutsu in the series.

He used it on Killer Bee and Danzo.

No, one of Sasuke's eye Techs is Amaterasu, the other is Kagutsuchi, and Susano'o is his final one I believe.
Three isn't the magic number. Obito and Shisui both had just one, for example. Itachi also showed Kagutsuchi when he extinguished Amaterasu. Sasuke and Itachi both had four.

We could argue for both cases, that he has and does NOT have Tsuykuyomi.

His Genjutsu against Killer Bee does look a lot like Tsukuyomi. Also, Danzo's comment about how his genjutsu is "Nothing like Itachi's Tsukuyomi, which can alter the victims perception of time" can be taken both ways. It could mean that Sasuke's Tsukuyomi wasn't as strong as Itachi's OR it could mean that his Genjutsu prowess doesn't compare to Itachi's Tsukuyomi. Danzo did spend the better part of the fight up until that point comparing Sasuke to Itachi anyway.

The fact of the matter is, any genjutsu he has seen has not been listed as Tsukuyomi. At best, he had a jutsu that was apparently stronger than a regular Sharingan genjutsu. However, it was not on Tsukuyomi's level.

The only problem is, unless the jutsu was stated to be Tsukuyomi, we cannot take it as so. Genjutsu is a bit different than Genjutsu due to the fact that it basically puts you in a dream world controlled by the user. This makes it difficult to ascertain the "level" of certain genjutsu users.

The techniques are indeed in the eyes. Why else could Itachi's crow use KA? How else could Kakashi use Kamui? How else could Ao have the telescope/X-ray vision? Nagato COULD use Limbo, he just never of its existence and therefore never used it. He simply died before he could discover the technique.
