shouldn't characters be compared at versus colloseum?

Seriously, everyday I see a lot of threads comparing characters and their abilities in naruto's discussion comments' section and they almost cover the whole section in general. Shouldn't all these comparisons be done in versus colloseum? Am I somewhere wrong? Isn't that section for that exact reason?

Keep in mind that Character Bashing is now prohibited. Making fun of certain characters/character pairings leads to a pointless thread filled with insults and general rule breaking. Also, remember that Versus threads are allowed only in the Versus section.

Then why the hell nobody follows it? And more importantly how come that the moderators that keep an eye for breaking any rules, they don't trasfer them to the correct section or close them?
