Kekkei Genkai is a bloodline not just a Dual/Triple Element ability.

If you can mix them or lets say combine then yes.
Sasuke has fire and lightning,he can't combine them so no KKG.
Kakashi also had many elements but he never showed us a KKG (not involving his Sharingan)it's not a element.

Mokuton is more than just Water + Earth. You need the special magical genes to be able to combine the two into mokuton.
