they were powered up with hashi DNA after all. It seems stupid to have a massive army with no ranged capabilities whatsoever, especially against ninjas with many different ranged jutsu and weapons. The Akatsuki army completely relied on the edos to stand a chance, white Zetsu were just a nuisance that could really only gang up on individual fodders to be effective, besides their disguise ability later on.
Would have been cool to see a clash of fodder ninjas with their jutsu and shuriken/kunai/explosive tags vs giant zetsu army firing wood darts like a weaker version of what Obito used to smite all those ninja and Neji with the Juubi.
Basically hashi DNA just gave them sharp claws and chakra absorption
