In hindsight . . .
In a world as limited as that of Naruto, where characters are always mortal, no matter how powerful, the author would not have much chance to give us a free for all combat scenario.
This is because of the risk of being reckless in combat. Even if a character can somehow avoid danger, the added factor of energy cost for techniques still means they must be frugal.
So when we get a technique that allows past warriors to come back, immortal, is it not a given that they will have their special arc to showcase their unrestricted abilities?
I say this particularly because Naruto is part of the 'shonen' battle category of manga. With these, battle is the main thing and these always have a specialised battle arc. Fairy Tail had the S Class tests, Dragon Ball had the world MA tournaments, even Yu-Gi-Oh has continuous tournaments. So Naruto needs to have a special combat arc to cement itself into the genre.
So with these in mind, should we not have been able to predict from the beginning, at least after Orochimaru showed us the Impure World Reanimation, that there was going to be a special arc bringing back all the oldies?
And that is another point. Naruto is a particularly character-driven story. So of course viewers were going to want to see all the legendary characters. And this technique offers the easiest way of showcasing them.
Well, it would either be using a special arc to achieve all these goals at once, or having too many flashback arcs for the characters and having to invent special places like the mental realm for the combat.
Looking back, i think it was somewhat obvious that such would happen. Although perhaps the sake reanimation could have been gradually rolled out in each arc, especially if Orochimaru was maintained as the main villain throughout the story.
