[Discussion] Should the Revolutionaries be a Great Power?

So, there are obviously three forces within the OP world that "maintain balance". And they are composed of the Marines, 4 Emperors & the Seven Warlords of the Sea. But, shouldn't the Revs. also be classified as a "Great Power"? And why should they be? Because the Revs. are supposed to be a major threat to the WG and Dragon is supposed to be the "most dangerous/wanted man in the world".

Furthermore, someone might say that if you compare their strong fighters (Kuma & Ivankov), they are weak even compared to Doffy's crew let alone an Emperors crew. But the thing is, we haven't seen the rest of the Rev commanders. And after Marineford, Dragon called Iva and told him he was calling back all of his Commanders/Officers from the outposts of the world to reassemble.
Hence why I have a feeling that Kuma & Ivankov are far from being the top commanders In Dragon's army. And why should they be stronger? If the Revs. are truly as big of a threat as they appear to be, then it's only logical to assume that Dragon's top men/women are > those two.

Also, I have a feeling that the Revs. might be branched out. I.E. Different divisions for different parts of the globe and they are lead by Dragons top subordinates. What's more is if you remember, Kuma & Ivankov were shown to be with Dragon when they were at GT, so there's another supportive hint to my claim of his top guys being spread out.

theyre time will come and we will know just how strong they are. Kuma isnt weak either. idk why you would say that. He super strong and we havnt even seen him at full strength.
Ivankov is strong as well.
He most likely has Sabo in his squad, and perhaps even stronger leaders in the new world. Theres a reason hes the most wanted man in the world.

I still remeber everyones reaction when his crew found out that Luffy was the son of dragon.

I say they should because like they're feared around the world because of their leader. As such , as Whitebeard pirates were frightening to everyone because of their captain. =D

Also, they have taken a lot kingdoms down and DIRECTLY OPPOSE the WG!!! Which most pirates won't do...well with the exception of the SH's haha
