No. Naruto's plan are limited to himself and his plans revolves around shadow clone plus his methods are more of try & find type than wait & see.

I can see Sakura as a leader of a global medical corp, and standing on par with Naruto (not in power) but status as the best medical ninja of history.

Sasuke or Shikamaru, one of them will took that position. Come to think of it, it's possible for Naruto to take this role, if Sasuke becomes Hokage.

Naruto may be battle smart at times but he likes the qualities of being a military strategist.A military strategist is forced to make difficult decisions which sometimes cost lives and that's something Naruto can't do.
