So6p is only strong because he has (had) Rinnegan + juubi chakra.
Madara has EMS+ Rinnegan + juubi ( in this calculation ).
He's also completely and totally evil, evil people don't have morals and they tend to be more 'extreme'
I'd say madara should be comparable to SO6P
